A VAT-registered business in Finland can deduct the VAT on its purchases when the purchase is made for VAT-taxable business and there is a valid invoice or receipt for it. The deduction reduces the amount you pay to the Finnish Tax Administration (Verohallinto). Some costs are excluded by law even when they are genuine business expenses: entertainment, passenger cars and commuting between home and work are the main ones.
In Finnish this is arvonlisäveron vähennys, or ALV-vähennys, and it shows up on your VAT return in OmaVero. For registration, rates and filing, see the complete guide to VAT in Finland.
How does a VAT deduction work in practice?
You pay the Tax Administration only the difference between the VAT on your sales and the VAT on your purchases.
Say you sell €10,000 excluding VAT in a month. At 25.5%, the VAT on sales is €2,550. In the same month you buy €2,000 excluding VAT of deductible goods and services, so the VAT on purchases is €510. You pay €2,040. If the VAT on purchases is larger than the VAT on sales, the difference is refunded to you.
For a business, that is what a "Finland VAT refund" usually means: a negative balance on the return, not a separate claim.
Which purchases are VAT-deductible in Finland?
Purchases made for VAT-taxable business are deductible.
That covers most ordinary costs: rent where the landlord charges VAT, equipment, software, professional services, marketing, materials and subcontracting. What matters is the purchase's use, not its size. You deduct whatever the seller charged at the correct rate (see Finland's VAT rates in 2026).
Which purchases can you not deduct VAT on?
The Finnish VAT Act lists purchases that are never deductible, even when they relate to the business.
Category | Deduction |
|---|---|
Purchases for private consumption | None |
Entertainment costs (edustuskulut) | None |
Passenger cars, motorcycles, caravans, and boats and aircraft for leisure or sport | None, exceptions below |
Travel between home and the workplace | None |
Staff housing, childcare, recreation facilities and holiday venues | None |
For these, the VAT stays as a cost to the business. Budget for it: a €1,000 entertainment lunch costs the business €1,000, not €881.06.
When can you deduct VAT on a car in Finland?
VAT on a passenger car is deductible only if the car was bought for resale, for rental, for professional passenger transport or for driving instruction, or if it is used exclusively for deductible business use.
Even then, the car must have no private use at all. A single private trip is enough to lose the deduction.
A van (pakettiauto) is not a passenger car. The restriction follows the vehicle class, so check the classification on the vehicle's registration certificate rather than going by how it looks.
How are entertainment costs different from meeting costs?
Entertainment is hospitality shown to people outside the company, and its VAT is not deductible.
An ordinary working lunch during a negotiation is not the same as entertaining a client. The practical habit: write on the receipt who you were with and what it was about. It is the one detail you cannot rebuild afterwards.
How do you split a purchase used for both business and private life?
When a purchase serves both the business and your private life, you can deduct VAT only on the business share.
Phones, laptops and home offices are typical. The most defensible basis is a documented ratio, such as home-office floor area against the whole flat, not a round estimate.
If the item later moves entirely to private use, the earlier deduction is adjusted. The own-use rules for sole traders, including a small annual allowance, are in VAT for a toiminimi in practice.
What must an invoice show for the deduction to count?
The deduction requires an invoice showing the seller's VAT number, the VAT rate and the amount of VAT.
A full invoice must include the invoice date, a sequential number, the names and addresses of seller and buyer, the seller's VAT number, the quantity and type of goods or services, the delivery date, the unit price excluding VAT, any discounts, the VAT rate and the amount of VAT.
Simplified invoice details are enough when the invoice total is €400 or less. Then the invoice needs the date, the seller's name and VAT number, the type of goods or services, and the VAT amount per rate or the taxable base per rate.
Simplified invoices are not allowed for intra-EU sales, distance sales or reverse-charge transactions. Those are covered in how VAT works on EU and export sales.
Why is a receipt without a VAT breakdown a problem?
A receipt that does not show the VAT amount is not enough to support a deduction.
This applies especially to card terminal slips, which prove a payment, not a purchase. You need the seller's receipt with VAT itemised. It is the most common reason deductions go unclaimed: the receipt exists, but it is the wrong one.
When do you claim the deduction?
The deduction belongs to the VAT period in which the goods were received or the service was performed.
A receipt found in a jacket pocket three months later belongs to the original period. A late purchase invoice means a corrected return or a lost deduction. Deadlines and how corrections work are in Finnish VAT return deadlines and late-filing penalties.
How do you claim every deduction without chasing receipts?
Deductions are usually missed because the receipt never reaches the books, not because the rule was unclear.
NoCFO is the all-in-one AI-native finance platform for entrepreneurs and founders. Purchase invoices, receipts, bank transactions and bookkeeping sit in one platform, receipts are matched to transactions automatically, and the figures for each VAT period build up from the bookkeeping without a separate round-up. It connects to 2,500+ EU banks or a native NoCFO account. Luca, AI CFO, tells you what the numbers mean and what to do next, while you or your accountant stay in control: NoCFO suggests, a person reviews and approves.
A good accountant knows the deduction limits by heart. The problem has never been the accountant. The problem is that receipts and numbers live somewhere other than the books.
FAQ
Can you deduct VAT on entertainment costs in Finland?
No. Entertainment costs are non-deductible for VAT, even when they are genuine business expenses.
Can you deduct VAT on a car in Finland?
Only if the car was bought for resale, rental, professional passenger transport or driving instruction, or is used exclusively for deductible business use, and it has no private use at all.
When does an invoice need full invoice details?
When the total is over €400. For invoices of €400 or less, simplified details are enough, except in intra-EU, distance-sale and reverse-charge cases.
Is a card payment slip enough for a VAT deduction?
No, unless it shows the VAT amount. You need the seller's receipt or invoice with VAT itemised.
Can I claim the deduction later if I find the receipt afterwards?
The deduction belongs to the period when the goods were received or the service performed. A receipt found later is handled by correcting that period's return.
